Meeting Minutes: Saeb Erekat and Keith Dayton

Minutes of meeting between Saeb Erekat and Keith Dayton dated July 24, 2007. Erekat raises concerns on the lack of money from US, UK and especially Arab states. Dayton describes Blair's security plans and Saudi attitudes. They further discuss security (Bader forces) and plans for training new forces that understand West Bank.

 

 

Erekat: “Last 6 months we had the least amount of money transferred from Arab states. Egypt is allowing the tunnels to continue. What is this business with the Saudis? Bandar strikes a deal, then Abdallah outmaneuvers him. These regimes depend on you.”

SE: AM wants to discuss PS issues only and leave all the rest to SF.

The money the US is thinking of giving is too little. In Wye River Clinton coughed $450 million.

KD: I agree it is peanuts but the money simply is not there with all what is going on in Iraq. MoI is assembling a good team and Blair said he has ways of getting funding.

SE: last 6 weeks we?ve had the least amount of money transferrals from Arab states. Someone has to tell them something. Egypt is allowing the tunnels to continue. What?s this business with the Saudis too? Bandar strikes a deal then Abdallah outmanoeuvres him. These regimes depend on you, how can you

KD: the Saudis do not like Hanieh, Mishal or AM at the moment.

SE: if you work separately from Blair and from the State Department and without AM or SF then all what you do will evaporate.

LL: Blair told us that his idea is to have a security plan within a governance plan within a political plan.

KD: your security forces needed training and organization not ammunition.

On Bader forces, I do not support it. It is a bad idea. They went down from 2000 to 600 because they were not paid. Their training is zero. And Palestinians in the West Bank see them as Jordanians. I told ARY this and he agrees that these people do not understand the WB and we need people who do.

LL: we put up a plan for a 4-month senior leader course on strategic planning. International experts would come and train in Amman.

SE:  do it in Jericho.

KD: Olmert?s NSC advisor asked me who replaces Dahlan? Who?s the new strong man? And I told him: ?didn?t you learn the lesson?? we no longer will deal with strong men, only the minster of interior.

SE: AM asked for cars from the UAE. What are those for?

KD: I know nothing about this. This is like the Bader Brigades, everyone thinks it is a bad idea and he?s raising it in every meeting. Who whispers in AM?s ear? We need to have a meeting with him.

SE: I suggest you take ARY with you.
